With reference to your letter (53846/38) of the

24th October regarding the question of the establishment

in Hong Kong of a factory or factories for the assembly of

aeroplanes, I am directed by the Board of Trade to state,

for the information of Mr. Secretary MacDonald, that the

only point with which they are concerned is the desirability

of ensuring that, so far as possible, orders for industrial

plant and aircraft components should be placed in this

country.

The Board note from the letter addressed to your

Department by the Air Ministry on the 11th November that,

if the financial support available is only sufficient to

provide for the erection of one factory under British control

in the Far East, it would be preferable on strategic grounds

that the factory should be located in Burma, rather than in
